In addition to general obligation and revenue bond financings, Mike provides counsel to clients on tax increment financings, special assessment and special tax bonds, neighborhood improvement district and neighborhood improvement zone bonds, and other economic development financings. He has served as bond counsel or underwriter’s counsel on the public offering of neighborhood improvement zone (NIZ) bonds and tax increment financing (TIF)/neighborhood improvement district (NID) bonds, and as developer’s counsel to privately-held and publicly-traded entities on transactions involving the public offering or private placement of TIF/NID bonds.

Mike also helps healthcare systems, hospitals, and continuing care retirement communities with their financing needs and has served as bond counsel or borrower’s counsel to both investment grade-rated and unrated nonprofit healthcare entities on public offerings, private placements, and bank loans.

Along with his work representing issuers and borrowers, Mike regularly represents banks and other lenders in connection with public finance matters. He also has extensive experience with guaranteed investment contracts (GICs) and repurchase agreements (repos) and regularly serves as counsel to an affiliate of a global financial institution that offers GICs and repos to issuers of tax-exempt and taxable bonds.
